I have in fact got this working in a domain environment. Here are the steps that I went through using Group Policy Objects with Windows Server 2012R2:

1. Push the "Screensaver Operations.src" out to the C:\Windows\System 32" folder

2. Create the registry path for HKEY_LOCAL_MACHINE\SOFTWARE\GrimAdmin.com\Screensaver Operations

3. Create the following registry entries in HKEY_LOCAL_MACHINE\SOFTWARE\GrimAdmin.com\Screensaver Operations\
- LocalMachineOverride (REG_DWORD) = 1 (Decimal)
- EWX_ExitFlag (REG_DWORD) = 4 (Decimal)
- CancelOnMouseClick (REG_DWORD) = 1 (Decimal)
- CancelOnMouseMove (REG_DWORD) = 1 (Decimal)
- DelayInSeconds (REG_DWORD) = 120 (Decimal)
- DisableSpecialKeys (REG_DWORD) = 1 (Decimal)
- HideActionButton (REG_DWORD) = 1 (Decimal)
- RunProcessEnabled (REG_DWORD) = 0 (Decimal)
- RunProcessPath (REG_SZ) = ""
- RunProcessArguments (REG_SZ) = ""
- MessageFontSize (REG_DWORD) = 9 (Decimal)
- CustomTitleText (REG_SZ) = ""
- CustomMessage (REG_SZ) = ""
- GradientColorLeft (REG_SZ) = ""
- GradientColorRight (REG_SZ) = ""

4. Set the GPO (or create one) for:
- Enable screen saver (Enabled)
- Prevent changing screen saver (Enabled)
- Screen saver timeout (Enabled - 300)
- Force specific screensaver ( Enabled - "Screensaver Operations.scr" ) without the quotes of course

You can refer to the README file that was downloaded with the installer package for the settings for each of the registry entries.

Hope this helps!
